East Kazakhstan region discussed methods of effective work with youth of the NEET category

A round-table meeting of regional scale was held at EKSU named after Sarsen Amanzholov; effective methods of working with youth of the NEET category were discussed at it.

The event was attended by representatives of the Department of Education, Coordination of Employment and Social Programs, the Chamber of Entrepreneurs of East Kazakhstan region, universities, experts and psychologists of non-governmental organizations in the region.

 

- Today in the world community the problem of youth is actively discussed, which is excluded from the sphere of employment and education. According to the methodology of the international labor organization, only a tenth of the NEET youth (Not in Employment, Educationor Training - “not working, not studying and not trying to find work”) can be attributed to potential labor force. In the East Kazakhstan region, the share of NEET youth is 4.5%, which is 2.7 percentage points lower than the national average (7.2% in Kazakhstan), the moderator of the meeting noted, acting Deputy Head of UVP East Kazakhstan region Rishat Ramazanov.

 

For the first time on the territory of East Kazakhstan oblast in August and early September 2019, a sociological study was conducted, where the respondents were NEET youth. The results of the study were announced during the round table by Dr. PhD in Sociology of Shakarim State University Mukhtar Abdikakimov.

 

The program provides for training personnel with technical and vocational education, short-term professional training of workers in professions and skills that are in demand on the labor market, training in the basics of entrepreneurship, expanding microcredit in villages and cities, creating social jobs and organizing youth practice.

              

According to Tatyana Savchenko, chief specialist of the Department for Coordinating Employment and Social Programs, since the beginning of the year, about seven thousand people have applied to the employment authorities. 3163 were employed for permanent work, 254 for social jobs, 1425 for public works, 1002 people were sent to short-term courses, and 1136 were sent to youth practice.

 

During the round table, Gulmira Ilyasova, chief specialist of the technical and vocational education department of the East Kazakhstan Education Department, spoke about the employment of graduates and the organization of career guidance for educational institutions of the TVE VKO system.

Also, representatives of higher educational institutions of the region spoke at the event. Director of the Career Center EKSTU D. Serikbaev Azamat Seytkhanly and a specialist of the Center for Marketing, Career and Employment of S. Amanzholov EKSU Arailym Raisova was told about the employment of graduates and methods of effective work with youth of the NEET category. The employment rate of university graduates over the past few years does not fall below 96-97%.

Summing up the round table, the participants adopted recommendations on the continuation of the practice of the youth caravan “Rukhani zhagyru - zhastar zholy” on informing youth about state youth support programs, career guidance among middle and senior schoolchildren, holding job fairs, etc.
