M. Tolegen: improving the competitiveness and quality of Kazakhstan's education and science-the key directions of the new state program for the development of education and science of the Republic of Kazakhstan

Recently, the government of the Republic of Kazakhstan adopted the "State program for the development of education and science of the Republic of Kazakhstan for 2020-2025", developed by the Ministry of education and science of the Republic of Kazakhstan.
This strategic document, which outlines the main priorities in the field of national education for the next 5 years, is very popular in the context of the ongoing changes in our country.

All countries of the world are United today in the understanding that quality education is the main tool and guarantee of growth, development of the national economy and culture of the country. The new state program is aimed at achieving the global competitiveness of Kazakhstan's education and increasing its authority in the world educational space.Her main focus is the availability and quality of education; continuity of education, training throughout life in accordance with the needs of the economy and regional specifics; intellectual, moral and physical development of students based on universal values.

The modernization of the national education system has allowed us to move forward at the present stage, to solve more complex and global problems that allow us to bring the domestic education system closer to world standardsIt is no accident that the Head of state K. K. Tokayev said:"... while preserving the best traditions of the national education system, we must not stand still. The education system should be in search, constantly developing.Therefore, the main hope is placed on teachers who are able to educate a generation that is open to everything new and progressive."

A new state program of development of education and science of Kazakhstan is a natural result of the great work carried out at previous stages by the Ministry of education and science.The analysis of the current situation and the SWOT analysis in the state program show that over the past three years there have been global changes in the national education system, affecting all its levels: from pre-school education to higher and postgraduate education.The idea of reforming education is reflected in the annual Messages of the Head of state, the main program documents of the Government of the Republic of Kazakhstan, the Ministry of education and science of the Republic of Kazakhstan. The basis of the ongoing reforms was the task of creating a favorable developing learning environment in which the individual can realize their individual characteristics and needs, to show intellectual and creative potential, to develop popular competencies.In accordance with this, the most important directions of educational policy were: the development of preschool education; revision and updating of the content of educational programs and forms of teacher training in the context of the updated content of secondary education, taking into account the experience of Nazarbayev Intellectual Schools; attracting business to education; creating conditions for inclusive education; design of scientific and methodological educational space as a collaborative educational environment; implementation of trilingualism; introduction of a new system of certification of teachers and payment of their labor, development of the system of additional education, etc.

The system of higher and postgraduate education has also undergone significant changes. Over the past few years, the volume of state orders for training, including masters and PhD doctors, has increased significantly. The number of educational grants allocated at the expense of MIO funds has increased. Increased access to higher education, which resulted in a reduction in the outflow of students to foreign countries.One of the most important areas of reform was the provision of autonomy and expansion of independence to universities, which gave, on the one hand, the opportunity to strengthen their competitiveness; providing educational services on the basis of their own management, personnel, academic policies, etc., on the other hand, providing an increase in social responsibility of universities for the results of their activities, the quality of training of specialists.Since 2019, each University has the opportunity to obtain a license to conduct educational activities in a specific area of training, within which it can independently implement unique, popular for its region educational programs.

Today, major changes are envisaged in the field of science, as the main goal of the new state program is the development of the intellectual potential of science; modernization of the scientific infrastructure and digitalization of science; increasing the demand for scientific developments and integration into the world scientific space.

Understanding the relevance and timeliness of the tasks set by the new state program for the development of education and science of the country, S. Amanzholov EKSU identified as its main tasks the provision of high quality academic and research activities, achieving the competitiveness of graduates in the labor market, based on the principles of academic freedom granted to universities.Thus, the University implements popular educational programs. At the moment, training is conducted on 59 educational programs of bachelor's degree, 39-master's degree and 12-doctorate. All educational programs have been updated to meet modern requirements and trends of innovative development of the country and the region.

The development of relevant educational programs is preceded by a constant monitoring of the specialties in demand for the region, carried out jointly with the chamber of entrepreneurs of East Kazakhstan region and partners-employers.The main criterion is to take into account the dynamics and prospects for the development of economic and social sectors, trends in the development of the labor market, the needs of employers, educational needs of the population, employment opportunities for graduates, which in 2019 is 98% for the University, which currently corresponds to the targets and indicators of the state program.

In-depth analysis of the state program and correctly set goals, supported by targets, will allow you to achieve your goals and objectives:

1.to ensure the high status of the teaching profession, to modernize pedagogical education;

2.reduce the gap in the quality of education between urban and rural schools, regions, educational institutions, students;

3. provide a safe and comfortable learning environm

4. implement an updated system for assessing the quality of students, teachers and educational organizations based on best practices;

5. ensure continuity and continuity of education and training in accordance with the needs of the economy and regional characteristics;

6. provide intellectual, spiritual, moral and physical development of students;

7. equip educational organizations with digital infrastructure and modern material and technical base;

8. increase the contribution of science to the socio-economic development of the country;

9. strengthen the intellectual potential of science, etc.

Therefore, the indicative indicators defined by THE government until 2025 allow us to solve the key tasks of the development of the education and science system in order to increase its competitiveness and compliance with the best practices of the OECD countries.
