Today, the competition of States is reduced to the competition of specific people.
Any economic achievements and geopolitical victories have no great value and value, if they do not lead to the growth of the well-being of each person.
This is the basic secret of prosperity and the formula for the sustainable development of States in the twenty-first century.
Today the Congress is considering the party's program until 2030 "society of well-being: 10 goals of the decade", developed on my instructions.
It opens wide horizons of strategic vision and defines the main contours of the development of society and the state in the coming decade.
I hope that you will discuss the programme in detail and determine the party's agenda.
Today's Congress starts a new stage in the development of Kazakhstan.
The next 10 years are a crucial period in our progress in the top 30 advanced countries.
In this regard, the party should set specific goals.
I will not dwell on them, all of them are indicated in the Program.
I am sure that each of us will make a significant contribution to the formation of an even stronger and prosperous Kazakhstan.
In our activities, we must be guided by our national idea.
Its basic components are:
1. national unity;
2. competitive strong economy;
3. intellectual prosperous society;
4. a country respected in the world.
All this is the basis for the successful development of Kazakhstan.
In turn, the Doctrine of national unity rests on four pillars:
1. common history;
2. common value;
3. common homeland;
4. common future.
Beyond the prospects of the future, we must not forget about the current challenges.
Our main priority is to ensure a decent standard of living for citizens and the development of Kazakhstan as a socially oriented state.
Even in the most difficult periods we fulfilled our social obligations.
The level of social spending in the country has always been high, and it will continue to grow steadily.
Within the framework of various programs, projects and initiatives we carry out large-scale social investments.
We must not reduce development costs and help those in need.
In the current year on social services directed more than 45% of the total expenses of the Republican budget.
At the same time, we have identified certain imbalances and a number of problem points in the social block.
In this regard, I have decided to allocate funds from the National Fund to improve the quality of life and well-being of our citizens.
The government should properly administer the expenses allocated for this purpose.
At the same time, we must remember that we live in conditions of great challenges and global uncertainty.
Our accumulated reserves can be useful in more difficult times.
Social policy should be balanced and not provoke the growth of dependent moods.
The main task of the state is to give people a job so that they earn their living.
Assistance should be provided to those in particular need and should be strictly targeted.
I will personally supervise that all allocated funds reach each family and the concrete person!
On my instructions, the party has analysed the problems of particular concern to our citizens today.
Among them-the issues of increasing child benefits, improving the situation of large families, housing, modernization of social infrastructure and others.
A significant contribution of the party to their decision will be the implementation of social policy in three directions.
1. increasing income and supporting the poor;
2. addressing housing issues for low-income citizens and improving education and health;
3. integrated development of the regions.
