The rules of sending to study abroad including in the framework of academic mobility.

  1. General Provisions
    1. These rules of sending to study abroad including within the framework of academic mobility (hereinafter referred to as the Rules), are developed in accordance with subparagraph 41 of Article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determine the procedure for sending citizens of the Republic of Kazakhstan to study abroad including within the framework of academic mobility.
    2. These Rules do not apply to the applicants, who take part in the competition for awarding the international scholarship «Bolashak».
    3. In these Rules the following terms are used:
      1. Academic mobility - is a relocation of students and teachers-researchers on specific academic period usually a semester or academic year at another institution of higher education (within the country or abroad) for teaching or research with the mandatory development of educational programs in the form of credits in the home university.
      2. The authorized body in the field of education is the central executive body of the Republic of Kazakhstan, which provides leadership and inter-sectoral coordination in the field of education.
  2. The order of sending to study abroad within the framework of academic mobility.
    1. Sending to study abroad, including in the framework of academic mobility through the programs of higher and postgraduate education, is carried out by the authorized body in the field of education and educational organizations on the basis of:
      1. International treaties (international programs, memorandums and agreements on cooperation, exchange and scholarship programs);
      2. Contracts between educational organizations of the Republic of Kazakhstan and foreign countries;
    2. Competitive commissions that select applicants are created by the authorized bodies in the field of education, as well as educational organizations, to send applicants for study abroad within the framework of academic mobility.
    3. The main criteria for the selection of applicants are:
      1. level of knowledge of a foreign language;
      2. average score of the document on education;
      3. current academic performance at the end of the academic period of students.
    4. For sending abroad to study the following documents are accepted by the authorized body in the field of education and educational organizations:
      1. The application (in an arbitrary form) for study abroad;
      2. The filled questionnaire of a citizen of the Republic of Kazakhstan leaving abroad for study in a form in accordance with the annex to these Rules;
      3. A copy of the identity card and/or national passport (notarized in case of failure to provide originals for verification);
      4. Copies of education documents of a state sample (notarized in case of failure to provide originals for verification);
      5. A certificate confirming the knowledge of a foreign language (IELTS, TOEFL, HSK), if there are any;
      6. Medical certificate (for traveling abroad) in the form approved by the order of acting Minister of Health of the Republic of Kazakhstan of November 23, 2010 No. 907.
      7. Copies of certificates, diplomas, letters of appreciation, if there are any;
      8. Letters of recommendation, if there are any;
      9. Transcript (for persons who have independently enrolled or are enrolled in foreign higher education institutions under bachelor or master's programs).
      10. A notarized translation is provided into the state or Russian languages;
      11. An essay on the selected topic of the study (for PhD doctoral studies);
      12. A list of scientific publications or educational / methodological / scientific developments, if there are any (for training under the PhD program).
    5. Detailed information on studying abroad under programs of higher and postgraduate education is posted on the Internet resources of the authorized body in the field of education and educational organizations.
    6. Sending to study abroad within the framework of academic mobility is carried out by educational organizations.
    7. For sending abroad to study within the framework of academic mobility the following documents are accepted by educational organizations:
      1. Student’s application according to the form approved by the organization’s Rules of the educational process on the credit technology of education approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of April 20, 2011 No. 152.
      2. Letters of recommendation;
      3. Individual curriculum;
      4. A copy of the transcript (for the learner);
      5. Medical certificate;
      6. A copy of the official invitation of a foreign university;
      7. A copy of the order of the higher educational institution about sending abroad;
      8. Written consent of the parents (guardians, legal representatives) of the applicant for sending to study abroad in the framework of academic mobility, for a period of more than two months (to persons under 18 years of age);
      9. An agreement signed between the applicant, host and sending institutions of higher education.
    8. Within the framework of academic mobility, the education organizations determine a list of foreign higher educational institutions-partners, with whom the agreement is concluded in agreement with the authorized body in the field of education.
    9. Candidates who have passed the selection conclude a tripartite agreement for training.
    10. Teachers are sent to study abroad within the framework of academic mobility in order to conduct research aimed at improving the quality of the provided educational services.
    11. The list of applicants sent for study abroad within the framework of academic mobility is posted on the Internet resources of the authorized body in the field of education and educational organizations within two calendar days after the meeting of the competitive commission.
    12. Within ten working days personal documents of applicants who have been selected and sent to study abroad within the framework of academic mobility are sent to educational institutions of a foreign state with whom agreements on cooperation in the field of education have been concluded.
    13. The deadlines for sending applicants who have passed the competition for study abroad, including within the framework of academic mobility, are determined in each case separately in accordance with the beginning of the academic period in the country of study.
